Serbian citizenship opens the door to one of Europe’s most accessible passports – offering visa-free or visa-on-arrival access to over 130 countries. Serbia recognises dual citizenship for eligible applicants, meaning many foreigners can acquire Serbian citizenship without giving up their existing nationality.
This guide covers every pathway to Serbian citizenship: by descent, by origin, by admission for foreigners, and through marriage to a Serbian citizen.
Pathways to Serbian Citizenship
Serbian law recognises four main routes to citizenship:
- By descent — for members of the Serbian people or persons born in the former SFRY
- By origin — for children and young adults (up to age 23) with at least one Serbian parent
- By admission — for foreigners with permanent residency after three years of continuous registered residence
- By marriage — for foreign spouses of Serbian citizens with permanent residency
Citizenship by Descent: Serbian Ethnic Origin or Former SFRY
This is the broadest and most popular pathway for foreigners seeking Serbian citizenship. It applies to members of the Serbian people and persons born in the territory of the former Socialist Federal Republic of Yugoslavia (SFRY), which includes Bosnia and Herzegovina, Croatia, Slovenia, North Macedonia, Montenegro.
A key advantage of this route is that qualifying applicants do not need to renounce their existing citizenship -Serbia permits dual citizenship for this category. This makes it particularly attractive for Serbs living abroad and diaspora communities.
Who Qualifies?
To apply under this pathway, you must:
- Be at least 18 years of age
- Prove Serbian ethnic origin or birth in the former SFRY through a public document
- Submit a written statement declaring the Republic of Serbia as your state
- Note: you are not required to have registered residence in Serbia at the time of application
For a detailed breakdown of this route and the required documentation, see our dedicated guide: Serbian Citizenship by Descent.
Citizenship by Origin: Children and Young Adults
Children Under 18
A child may be granted Serbian citizenship if one or more of the following apply:
- Both parents are Serbian citizens at the time of the child’s birth
- One parent is a Serbian citizen at the time of birth and the child was born on Serbian territory or abroad
For children born abroad to a Serbian parent, the birth must be reported to the competent Serbian diplomatic or consular mission. The parent must also submit a request for the child’s registration in the Records of Citizens to the relevant authority in Serbia.
Young Adults Aged 18–23
A person born abroad who has at least one parent who was a Serbian citizen at the time of their birth may apply for citizenship registration in the Records of Citizens, provided they are under 23 years of age. The application is submitted to the competent authority in Serbia.
Citizenship by Admission for Foreigners
A foreigner who has been granted permanent residency in Serbia may apply for citizenship by admission. This route generally requires renouncing your existing citizenship (or providing proof that you will do so upon acquiring Serbian citizenship). The requirements are:
- Be at least 18 years of age
- Hold permanent residency in Serbia
- Have maintained continuous registered residence in Serbia for at least three years prior to application
- Submit a written statement declaring the Republic of Serbia as your state
- Discharge from your existing foreign citizenship, or submit proof that discharge will follow upon admission
An exception applies to persons born on Serbian territory: if they have been continuously present in Serbia for at least two years and submit the required written statement, they may be admitted to citizenship regardless of whether they hold permanent residency.
Citizenship Through Marriage to a Serbian Citizen
A foreigner who has been married to a Serbian citizen for at least three years and holds permanent residency in Serbia may apply for citizenship by submitting a written statement that they consider the Republic of Serbia their state. The standard admission requirements regarding renunciation of foreign citizenship also apply.
How to Apply for Serbian Citizenship
Applications for Serbian citizenship are submitted to the police administration at the applicant’s place of residence in Serbia. Applications may also be submitted through Serbian diplomatic or consular missions abroad.
The application may be submitted in person or through an authorised representative (proxy). For applicants under 18, the request is submitted by a parent, with the consent of the other parent. Children over 14 must also provide their own consent.
Following submission, the Ministry of Internal Affairs issues a written decision on the application.
The Serbian Passport
The Serbian passport provides visa-free or visa-on-arrival access to over 130 countries, including the entire Schengen Area, Turkey, the United Arab Emirates, and most of the Western Balkans. For diaspora communities and ethnic Serbs abroad, acquiring Serbian citizenship also means obtaining one of the more internationally mobile passports in the region.
Serbia’s dual citizenship policy – available to qualifying applicants – means that for many people, acquiring Serbian citizenship does not require giving up their existing nationality.
