Short answer

Foreigners can get a temporary residence permit in Serbia through company formation or entrepreneur registration, employment (the Unified Permit), property purchase, family reunification or study. There is no minimum investment. Permits are issued for up to 3 years and are usually decided within 30 to 60 days, and you can apply from inside Serbia during a visa-free stay. After 3 years of temporary residence you can apply for permanent residence, which opens the path to Serbian citizenship.

1. Why Foreigners Choose Serbia for Residency

Serbia is not in the EU, and that is precisely part of its appeal. It sits at the crossroads of Europe, maintains visa-free access to dozens of countries, and offers a business and tax environment that is genuinely competitive with any jurisdiction on the continent.

  • 15% flat corporate tax rate – one of the lowest in Europe
  • No minimum investment required for property or company-based residency
  • No Serbian language requirement for residency or citizenship
  • No income tax on foreign-sourced personal income – with correct structuring
  • Temporary residence permit valid for up to 3 years under the 2023 reform
  • Permanent residence after 3 years of temporary residence, and a path to Serbian citizenship once you hold permanent residence
  • Dual citizenship: in some cases you may keep your existing citizenship; we check this for your nationality.
  • Affordable cost of living with strong quality of life, particularly in Belgrade
  • Fast-growing expat and remote worker community with established English-speaking infrastructure

2. Serbia Residency Permit Pathways – Which Route Is Right for You?

Serbia offers four main legal bases for a temporary residence permit. Below is each pathway with its practical requirements.

Pathway 1: Serbia Residency Permit by Company Formation

The most widely used route for entrepreneurs, freelancers, and digital nomads. You register a Serbian limited liability company (d.o.o.) and apply for temporary residence as its founder or director. No minimum investment is required – the company can be formed with a single founder and a single employee: you.

  • No physical presence in Serbia required for the company registration itself
  • Single founder structure is fully permitted – no local partner needed
  • As director-owner you qualify for temporary residence on the basis of company ownership
  • Permit issued for up to 3 years – renewable
  • 15% corporate tax rate on company profits
  • This route is the practical equivalent of a Serbia digital nomad visa and is the standard solution for remote workers
  • Company ownership is also the foundation for future permanent residence

This route is the practical equivalent of a Serbia digital nomad visa and is the standard solution for remote workers.

Pathway 2: Serbia Residency Permit by Property Purchase

Yes – buying property in Serbia gives you the basis for a residence permit. Any legally completed property purchase, at any price, qualifies as the basis for a Serbian temporary residence permit. There is no minimum purchase price.

  • Any property value qualifies – there is no minimum investment amount
  • A notarised sale and purchase agreement is sufficient to apply – you do not need to wait for cadastre registration
  • You can submit your residency application immediately after notarisation
  • The property does not need to be your primary or only residence
  • Spouses and dependent children can be included on the same application
  • As long as you retain ownership, the residency basis remains valid at each renewal

Practical note: the property purchase process itself requires due diligence, contract review, notarisation, and cadastre registration. Our team runs the purchase and the residency application in parallel so nothing is delayed.

Pathway 3: Residency Based on Employment – the Unified Permit

Foreign nationals with a formal employment contract with a Serbian company can apply for a Unified Permit – a single biometric card introduced by the 2023 reform that combines residence and work authorisation into one document and one application process.

Before 2024, employment-based applicants had to visit two separate government bodies: the Police Administration (MUP) for residence, and the National Employment Service for their work permit. The Unified Permit eliminated this entirely. One application, one office, one card.

  • Requires a valid employment contract with a registered Serbian employer
  • The Unified Permit covers both residence and the right to work – issued as a single biometric card
  • One application process replaces the previous two-office procedure
  • Immediate family members are included and are exempt from the financial means and health insurance requirements under the 2023 amendment

Pathway 4: Residency Based on Family Reunification

Spouses, minor children, and other immediate family members of a Serbian citizen or of a foreign national holding a valid Serbian residence permit can apply for family reunification.

  • Immediate family members of Serbian citizens are exempt from providing proof of financial means and health insurance – 2023 law amendment
  • Marriage certificate must be translated into Serbian and apostilled if issued abroad
  • Common-law partnerships may qualify depending on circumstances – speak with us about your specific situation

3. Serbia Residence Permit Requirements – Documents You Will Need

The document list varies by pathway but the core set is consistent across all applications. Every foreign document must be translated into Serbian by a certified court interpreter and, in most cases, apostilled.

4. How to Get a Residence Permit in Serbia – Step by Step

  1. Enter Serbia legally. Most nationalities can enter visa-free for up to 90 days within any 180-day period, and you can file your residence application during that stay without leaving the country. If your nationality requires a visa, obtain a long-stay Visa D before travelling to Serbia.
  2. Register your address within 24 hours of arrival – the white card (prijava boravka). If you are staying at a hotel or managed apartment, the host will typically do this electronically on your behalf. If you are staying with a friend or in a privately rented flat, you must go to the local police station in person within 24 hours of arrival. This step is mandatory and must happen before your permit application is submitted.
  3. Establish your legal basis. Register your company via the APR, complete the notarisation of your property purchase agreement, or confirm your employment contract. We run this step in parallel with document preparation.
  4. Gather and prepare all documents. Every document issued outside Serbia must be translated by a certified court interpreter and, in most cases, apostilled. We coordinate this for you.
  5. Submit your application to the police administration unit (MUP) in your area of residence in Serbia. We accompany clients to submissions or submit on their behalf where the rules permit.
  6. Await the decision. Standard processing is 30 to 60 days from submission. You remain lawfully present in Serbia during processing.
  7. Attend biometric appointment and collect your residence card. Once approved, your permit is issued as a physical biometric ID card. It is valid for up to three years.

Already in Serbia as a Tourist? You Can Apply Without Leaving

If you entered Serbia visa-free and now want to stay, you do not need to go home to apply. You can file your temporary residence application from inside Serbia, on any of the routes above: company formation, entrepreneur registration, employment, property purchase or family reunification.

How the 90 days work

Visa-free visitors can stay up to 90 days within any 180-day period. Your application has to be filed within those 90 days. Once it is filed, you can stay in Serbia legally while it is processed, even after day 90, until the final decision is delivered to you.

Why you should start early

You can file at any point within the 90 days, but leaving it to the last weeks is risky. Before the application can go in, you need:

  • your legal basis in place, for example a registered company, entrepreneur registration, a notarised property purchase agreement or an employment contract
  • your address registration (white card)
  • documents from your home country, translated by a certified court interpreter and in most cases apostilled

Gathering documents and translations, and agreeing the right strategy with a lawyer, takes time. The earlier in your stay you start, the more room you have if something needs to be redone.

5. What Changed in 2023 – The Law on Foreigners Reform

In July 2023 the National Assembly of Serbia adopted the Law on Amendments to the Law on Foreigners. The key provisions came into force on 4 August 2023, with the most significant changes applying from 1 February 2024. These amendments fundamentally improved conditions for foreigners seeking to live and work in Serbia.

These changes make Serbia significantly more attractive than it was pre-2023. The extended permit duration alone reduces administrative overhead substantially – instead of renewing annually, most applicants now renew every three years.

What changed Before 2023 From February 2024

Temporary residence duration

Maximum 1 year per grant

Up to 3 years per grant

Path to permanent residence

5 years of temporary residence

3 years of temporary residence

Passport validity requirement

Proof of means – family of Serbian citizens

Employment permit process

6. Serbia Residence Permit Benefits

A valid Serbian residence permit does significantly more than allow you to stay in the country. Here is what it unlocks:

  • Legal right to reside in Serbia for the full permit duration without further immigration procedures
  • Right to open a personal bank account at Serbian banks
  • Access to the Serbian public healthcare system
  • Children’s access to the Serbian state education system
  • Right to sign contracts, rent or own property, and conduct business in Serbia
  • Eligibility to apply for a personal work permit – relevant for company founders and directors
  • Foundation for permanent residence after three years of continuous temporary residence
  • Foundation for Serbian citizenship once you hold permanent residence

Important: what the permit does not give you

A Serbian residence permit does not grant Schengen zone visa-free travel. Serbia is not an EU or Schengen member state. Serbian passport holders do have visa-free access to a wide range of countries – but this is a citizenship benefit, not a residency benefit.

7. From Temporary Residence to Permanent Residence and Citizenship

Serbian residency is not a dead end – it is a pathway. Once you have held a temporary residence permit for three consecutive years, you are eligible to apply for permanent residence. This is one of the most significant improvements introduced by the 2023 law reform, which reduced the required period from five years to three.

Stage Key facts

Temporary residence

Issued for up to 3 years. Renewable. Must maintain the legal basis (active company, owned property, valid employment, or family tie).

Permanent residence

Available after 3 years of continuous temporary residence. No time limit. Almost identical rights to Serbian citizens including unrestricted right to work.

Serbian citizenship

Available once you hold permanent residence, which can be granted after 3 years of temporary residence. In some cases you may keep your existing citizenship; we check this for your nationality.

What counts as continuous residence?

This is a critical detail that many applicants overlook. The law defines continuous residence for permanent residency purposes – it does not mean you must be in Serbia every single day, but there are maximum absence thresholds you must not exceed.

  • You may not be absent from Serbia for more than 10 months in total across the three-year qualifying period
  • You may not be absent for more than 6 consecutive months in any single stretch
  • Exceeding either limit can disqualify your permanent residence application – even if the three years have otherwise elapsed
  • Each time you leave and return, the travel is logged against your record

For clients of Serbian descent who are eligible for citizenship by descent rather than naturalisation, the process is different and faster. See our Serbian Citizenship by Descent page for full details.

Frequently Asked Questions – Serbia Residency Permit

Does buying property in Serbia give you a residence permit?

Yes. Purchasing any property in Serbia – at any price – qualifies as the legal basis for a temporary residence permit. You can apply immediately after the purchase agreement is notarised. There is no minimum purchase price and no minimum investment amount.

Does Serbia have a digital nomad visa?

Serbia does not have an official digital nomad visa. However, the most popular route for remote workers is registering a Serbian company (d.o.o.) as a sole founder, which provides a legal residence permit, a Serbian legal entity, and access to the 15% flat corporate tax rate. For those who prefer a simpler structure, entrepreneur registration (preduzetnik paušalac) is also available. See our Serbia Digital Nomad page for full details.

How long does it take to get a residence permit in Serbia?

Processing typically takes 30 to 60 days from the date of application submission. The clock starts when a complete application is filed. You remain lawfully present in Serbia during processing.

Can I work in Serbia on a residence permit?

It depends on your permit basis. A Unified Permit (based on employment, or on self-employment through your own company or entrepreneur registration) includes the right to work. A residence permit based on company ownership allows you to work within your own company.

Can I apply for a residence permit in Serbia as a tourist?

Yes. If you entered Serbia visa-free, you can apply for temporary residence from inside Serbia without leaving. The application must be filed within your 90 days of visa-free stay. It is best to start early, because documents, translations and preparing the application take time.

What happens if my 90 days run out while my residence application is pending?

As long as you filed within the 90 days, you can stay in Serbia legally while the application is processed, even after day 90, until the final decision is delivered to you.

Can I get a Serbia residence permit without travelling to Serbia?

It is possible to submit your residence permit application remotely. However, once the application is approved, you must travel to Serbia in person to collect your biometric residence card.

Can my family join me on a Serbia residence permit?

Yes. Spouses and dependent children can apply under family reunification. Immediate family members of Serbian citizens are exempt from financial means and health insurance requirements under the 2023 law amendment.

What is the difference between temporary and permanent residence in Serbia?

Temporary residence is issued for a set period – up to 3 years – and must be renewed. It requires maintaining a qualifying legal basis such as property ownership or company registration. Permanent residence is indefinite, requires no renewal, and carries almost the same rights as Serbian citizenship.

How do I renew my Serbia residence permit?

Renewal applications can be submitted no earlier than 3 months before your current permit expires, and no later than the day it expires. The qualifying basis must still be active at the time of renewal.
